TRUST FUND GUIDE

The Combustion Engineering Asbestos Trust: What You May Be Owed

A plain-English guide to the Combustion Engineering 524(g) Asbestos PI Trust.

If you worked around Combustion Engineering boilers, Stic-Tite cement, or its insulating and refractory products and later developed mesothelioma or another asbestos disease, you may have a claim against the Combustion Engineering 524(g) Asbestos PI Trust. Combustion Engineering built industrial boilers and sold asbestos cements and refractory products for decades, and it set aside money to pay people who got sick. This page explains what the trust is, what it pays, and how to file.

We are Throneberry Law Group, a nationwide mesothelioma and asbestos firm. We help families file trust claims, and we can review your work history at no cost. This guide reflects the trust’s own filings. Nothing here is a promise about your case, and every figure below can change when the trust updates its numbers.

CURRENT TRUST STATUS

The trust pays 15.3 percent of a claim’s value. The trustees set that percentage in their Notice Regarding Payment Percentage dated April 1, 2026, which lowered the prior 20 percent rate. The percentage applies to claims as they are paid from the trust’s queue.

BACKGROUND

What Is the Combustion Engineering Trust?

The Combustion Engineering 524(g) Asbestos PI Trust pays people who were harmed by asbestos in Combustion Engineering products. Combustion Engineering, based in Windsor, Connecticut, was a major maker of industrial and utility boilers and also sold asbestos-containing cements, insulating block, and refractory products used to line and seal high-heat equipment.

Combustion Engineering filed for Chapter 11 bankruptcy protection in 2003. Under its Plan of Reorganization, as modified through October 7, 2005, the court created this trust under Section 524(g) of the Bankruptcy Code to handle all asbestos personal injury claims, and it began operating under that plan. Claims are filed with the trust, not against the old company.

PRODUCTS & COMPANIES COVERED

Products and Companies the Trust Covers

The trust covers asbestos personal injury claims tied to Combustion Engineering. Coverage runs through both its products and its approved job sites, including land-based boilers, shipyards, and vessels.

The asbestos years most often cited for Stic-Tite cement and the insulating and refractory products run from 1963 to 1972. The trust also maintains approved lists of boilers, shipyards, and vessels that can support a claim.

INDUSTRIES, TRADES & OCCUPATIONS

Where This Exposure Happened

Combustion Engineering equipment ran the hottest parts of heavy industry. Boilermakers, pipefitters, insulators, welders, and millwrights built and serviced these boilers, and the asbestos dust reached laborers and other trades nearby. Common sites include power plants, oil refineries, chemical plants, paper mills, and steel mills. You can read more about asbestos exposure among power plant workers and factory workers.

Because the trust also covers approved shipyards and vessels, Navy veterans and shipyard workers who served around boilers may qualify. The firm’s page on Combustion Engineering exposure has more on the kinds of jobs that support a claim.

HOW IT WORKS

How the Trust Pays Claims

The trust follows a written rulebook called the Trust Distribution Procedures, or TDP. The current version is the Second Amended and Restated TDP. The TDP sets a scheduled value for each disease level. Your payment is the scheduled value for your disease times the current payment percentage, which is 15.3 percent.

A quick example. At the $75,000 mesothelioma scheduled value, an Expedited Review claim at the current 15.3 percent pays about $11,475 from this trust alone. Most clients also qualify with several other trusts, so a Combustion Engineering claim is usually one piece of a larger recovery.

FILING OPTIONS

Two Ways to File a Claim

The trust offers a faster fixed-value track and a full-review track. Your attorney helps you choose the one that fits your evidence.

Expedited Review

The trust checks your records against its standard medical and exposure criteria and pays the scheduled value for your disease level times the payment percentage. This track is faster and works well when the proof is clear.

Individual Review

The trust looks at your case in detail. The value can be higher than the scheduled amount, up to the maximum for your disease level, but the review takes longer and the payment percentage still applies. Lung Cancer 2 (Level VI) is handled only through Individual Review.

THE NUMBERS

Scheduled Values by Disease Level

These are the scheduled, average, and maximum values in the trust’s Second Amended and Restated TDP. The payment percentage of 15.3 percent applies to these amounts. Lung Cancer 2 (Level VI) has no fixed scheduled value and is handled through Individual Review.

Disease LevelScheduled ValueAverage ValueMaximum Value
Mesothelioma (Level VIII)$75,000$95,000$400,000
Lung Cancer 1 (Level VII)$25,000$35,000$150,000
Lung Cancer 2 (Level VI)None$15,000$50,000
Other Cancer (Level V)$6,000$9,000$75,000
Severe Asbestosis (Level IV)$25,000$40,000$150,000
Asbestosis (Level III)$4,800$4,800$4,800
Asbestosis/Pleural (Level II)$1,800$1,800$1,800
Other Asbestos Disease (Level I)$250NoneNone

Values come from the Combustion Engineering TDP. Levels II and III are paid at their fixed scheduled value. The trust can change these amounts, so confirm the current figures before you rely on them. GETTING STARTED

How to File a Claim

A strong trust claim takes preparation. Here is the path most clients follow with us.

1. Gather medical records. You need clear proof of diagnosis, usually a pathology report and a doctor’s statement tying your disease to asbestos.

2. Document your work history. Build a record of every job site, employer, and time period, including any boilers, shipyards, or vessels you worked on.

3. Match to covered products. Tie your exposure back to Combustion Engineering boilers, Stic-Tite cement, or its insulating and refractory products.

4. Choose your review track. We help decide between Expedited Review and Individual Review based on your evidence and your other trust claims.

5. File and track. Submit the claim and supporting documents, then follow it through the FIFO queue, payment percentage, and payment.
