A plain-English guide to the Federal-Mogul Asbestos Personal Injury Trust, its sub-funds for Turner & Newall, Federal-Mogul Products, Flexitallic, and Ferodo, and what each disease level is worth.
Federal-Mogul and the companies it owned made asbestos insulation, gaskets, and brakes, including Turner & Newall Limpet spray, Flexitallic gaskets, and Ferodo brake parts. CURRENT TRUST STATUS
BACKGROUND
The Federal-Mogul Asbestos Personal Injury Trust (also called the U.S. Asbestos Trust) pays people harmed by asbestos products from Federal-Mogul and the companies it owned, including the British insulation maker Turner & Newall.
Federal-Mogul filed for Chapter 11 in 2001 after buying companies that carried heavy asbestos liabilities. Its plan of reorganization created the trust, which was formed on December 27, 2007 and began operations.
This trust is unusual because it holds four separate sub-funds. Each one has its own money, its own payment percentage, and in some cases its own value schedule. Which sub-fund covers you depends on which company’s products you were around.
PRODUCTS & COMPANIES COVERED
The trust covers several well-known asbestos product lines, grouped by the company that made them.
Each of these ties to a specific sub-fund, so pinning down the exact product and brand matters more here than with most trusts.
INDUSTRIES, TRADES & OCCUPATIONS
Federal-Mogul’s products reached two very different worlds: heavy industrial insulation on one side, and automotive brakes and gaskets on the other.
Turner & Newall Limpet insulation was sprayed in power plants, shipyards, and factories. Ferodo brakes and Fel-Pro gaskets exposed mechanics and auto workers, who can also seek compensation through this trust.
Anyone who cut, sanded, or blew out asbestos brakes breathed in the dust. Scraping off old gaskets released fibers too. Both kinds of work are covered by this trust.
HOW IT WORKS
The trust follows Trust Distribution Procedures (TDP) that set scheduled, average, and maximum values for each disease level, then pays a percentage of those values based on the sub-fund.
The percentages vary a lot by sub-fund. Under the trust’s notices, the Federal-Mogul Products (FMP) Sub-Fund pays 12.2% (set in April 2024) and the Turner & Newall (T&N) Sub-Fund pays 2.9% (set by the June 2026 notice, reduced from 5.9%). The FMP Sub-Fund opened a reconsideration of its rate in April 2026, so that percentage may change. The Fel-Pro and Vellumoid claims are handled differently and are resolved in the court system rather than by a fixed matrix.
Starting in 2025 the FMP Sub-Fund also adjusts its scheduled values each year for inflation, by up to 3%, so current values may run a little higher than the base figures below.
SUB-FUNDS
The T&N Sub-Fund pays claims for Turner & Newall, Flexitallic, and Ferodo products, using three separate value matrices. The FMP Sub-Fund pays claims for Federal-Mogul Products. The Fel-Pro and Vellumoid sub-funds cover those specific gasket lines and are resolved outside the matrix system.
T&N, Flexitallic, and Ferodo
All three are paid from the T&N Sub-Fund, but each has its own value matrix. T&N insulation claims are worth the most; Flexitallic and Ferodo claims share a lower matrix.
Federal-Mogul Products (FMP)
FMP claims are paid from insurance money set aside for that sub-fund, at the higher 12.2% payment percentage.
FILING OPTIONS
Like most large trusts, Federal-Mogul offers a fixed-value track and a case-by-case track.
Expedited Review (ER)
The trust pays the scheduled value for your disease level, times the sub-fund’s payment percentage, if you meet the standard criteria.
Individual Review (IR)
The trust values your claim on its own facts, up to the maximum value. Lung Cancer 2 claims and several other categories must go through Individual Review.

The FMP Sub-Fund pays 12.2% of these amounts on Expedited Review, and adjusts them yearly for inflation starting in 2025.

Base values are from the Federal-Mogul TDP approved August 2010. The T&N Sub-Fund pays 2.9% (June 2026 notice) and the FMP Sub-Fund pays 12.2% (April 2024 notice, with a reconsideration pending since April 2026). Both are re-determined periodically, so confirm the current rate before filing.
GETTING STARTED
A strong trust claim takes preparation. Here is the path most clients walk with our firm.
1. Gather medical records. You need clear proof of diagnosis, usually a pathology report and a doctor’s statement linking the illness to asbestos.
2. Document your work history. Build a record of every job site, employer, and product you were around. Coworker statements can fill in gaps.
3. Match to covered products. Tie your exposure back to the companies and products this trust covers. That link decides whether you qualify and which sub-fund pays.
4. Choose your review track. Your attorney helps decide. Well-documented, serious cases often do better under full review; simpler cases often do better on the fast track.
5. File and track. Submit the claim and supporting documents, then follow it through review and payment.
