TRUST PAYMENT REFERENCE
A payment reference for the Quigley Company, Inc. Asbestos Personal Injury Trust. Every figure below was checked against the trust's own notices and Trust Distribution Procedures on October 16, 2026.
CURRENT TRUST STATUS
The Quigley Asbestos PI Trust pays 13.3% of a claim's scheduled value to Non-Releasing claimants and 3.3% to Releasing claimants. Both rates took effect October 30, 2025, when the trustees lowered them from 14.5% and 3.6%. A mesothelioma claim carries a $200,000 scheduled value, so an Expedited Review mesothelioma claim pays about $26,600 at the current Non-Releasing rate. Every claim must show Quigley exposure before December 31, 1982.
Throneberry Law Group files Quigley claims for workers and families across the country, and we keep this page current from the trust's own notices because the payment percentage changes without much warning. You can read about the company itself on our Quigley Company page, and this page is part of our asbestos trust funds guide, which covers every trust we file against.

SCHEDULE OF DISEASES
The trust sorts asbestos diseases into seven levels. Six carry a fixed scheduled value for Expedited Review. Lung Cancer 2 has no scheduled value and goes through Individual Review only. The Individual Review average and maximum values come from Section 5.3 of the TDP.
| Level | Disease | Scheduled Value | IR Average | IR Maximum | ER Payout at 13.3% |
|---|---|---|---|---|---|
| VII | Mesothelioma | $200,000 | $225,000 | $450,000 | $26,600 |
| VI | Lung Cancer 1 | $35,000 | $45,000 | $90,000 | $4,655 |
| V | Lung Cancer 2 | None | $15,000 | $30,000 | Individual Review |
| IV | Other Cancer | $15,000 | $16,500 | $30,000 | $1,995 |
| III | Severe Asbestosis | $35,000 | $40,000 | $90,000 | $4,655 |
| II | Asbestosis / Pleural Disease | $5,000 | $5,000 | $5,000 | $665 |
| I | Asbestosis / Pleural Disease | $2,000 | $2,000 | $2,000 | $266 |
The payout column applies the current Non-Releasing percentage to the scheduled value. A Releasing claimant receives the same scheduled value multiplied by 3.3% instead.
FILING REQUIREMENTS
The trust checks three things on every claim: the disease, the exposure, and the timing. Each has its own rule.
The claimant must have been exposed to a Quigley asbestos product before December 31, 1982. For Levels I through IV and Level VI, the exposure must total at least six months before that date. For mesothelioma (Level VII) and Lung Cancer 2 (Level V), the trust requires Quigley exposure before the cutoff without the six-month minimum. Levels I through IV and Level VI also need at least five years of work around asbestos in total, and for Levels II, III, IV, and VI at least two of those years must fall before December 31, 1982 in a trade that handled or worked near asbestos products. A claim form signed by the injured worker under penalty of perjury is accepted as exposure evidence, and we back it with work records, co-worker statements, and the product information from our own files.
A mesothelioma claim needs a diagnosis of mesothelioma, usually a pathology report, plus the exposure showing above. Lower levels require the medical findings listed in the TDP for that level, such as a lung cancer diagnosis with supporting asbestosis or pleural findings. The National Cancer Institute explains what mesothelioma is and how it is diagnosed.
A claim must be filed within three years after the Initial Claims Filing Date of February 11, 2015 or within three years after diagnosis, whichever is later. In practice that means three years from diagnosis for anyone diagnosed after early 2015. That three-year window applies no matter what a state statute of limitations would say (TDP Section 5.1(a)(2)), but the clock still starts at diagnosis and we file early.
Expedited Review pays the fixed scheduled value once the claim meets the level's medical and exposure criteria. It is the faster track and applies to six of the seven levels. Individual Review looks at the whole case, including earnings history and dependents, and can pay up to the level's maximum value. Lung Cancer 2 claims, foreign claims, and extraordinary claims must use Individual Review. A claim counts as an Extraordinary Claim when the worker's exposure came mostly from working inside a Quigley plant, or when at least 75 percent of it came from Quigley products and there is little chance of recovery elsewhere. An Extraordinary Claim can be valued at up to five times the scheduled value (TDP Section 5.4(a)). Most mesothelioma claimants choose Expedited Review for speed, and we compare both routes before filing.
RATE HISTORY
Under the TDP, the trust started at a combined 30.5% for Non-Releasing claimants (7.5% on the Quigley direct claim plus 23% on the Pfizer derivative claim) and 7.5% for Releasing claimants. The filing instructions later carried 14.5% and 3.6%. On August 11, 2025 the trustees gave notice that they would reconsider the rate, proposed the reduction on October 6, 2025, and set 13.3% and 3.3% effective October 30, 2025 in a notice dated November 10, 2025.
The trust also began charging a $75 re-filing fee on February 2, 2026 for any claim withdrawn and re-filed. The fee is refunded if the re-filed claim is paid, but it still makes it more important to file a complete claim the first time.
PRODUCTS AND WORK SITES
Quigley Company, a Pfizer subsidiary, made refractory and insulating cements for furnaces, boilers, ladles, and other high-heat equipment. Our Bankruptcy Product List records these lines and their asbestos years.
Those products went into steel mills, foundries, glass plants, refineries, chemical plants, and power plants. Boilermakers, bricklayers and refractory masons, insulators, pipefitters, and the laborers in the construction trades who worked beside them breathed the dust when the cements were mixed, applied, and torn out. Most people who qualify for Quigley also qualify for other refractory trusts, such as the Harbison-Walker trust, from the same work history.
QUESTIONS
As of October 16, 2026, the Quigley Asbestos PI Trust pays 13.3% of scheduled value to Non-Releasing claimants and 3.3% to Releasing claimants. Both rates have been in effect since October 30, 2025.
The mesothelioma scheduled value is $200,000. At the current 13.3% Non-Releasing rate, an Expedited Review claim pays about $26,600. Individual Review can pay more, up to a $450,000 maximum before the percentage is applied.
Usually not. A claim is timely if filed within three years of diagnosis, as long as the exposure to Quigley products happened before December 31, 1982. The safest step is still to file soon after diagnosis.
