TRUST PAYMENT REFERENCE
A payment reference for the Leslie Controls, Inc. Asbestos Personal Injury Trust, which pays claims for asbestos exposure from the installation, removal, and maintenance of Leslie valves and other control equipment. Every figure below was checked against the trust's own Trust Distribution Procedures, notices, filing instructions, and annual report on October 18, 2026.
CURRENT TRUST STATUS
The Leslie Controls asbestos trust pays 6.25% of a claim's liquidated value. The trustee raised the rate from 5% to 6.25% effective with the July 2025 payment of claims, with the consent of the Trust Advisory Committee and the Future Claimants' Representative, and paid about $5.66 million in supplemental payments to claimants who had been paid at 5%. Leslie is a two-schedule trust. A mesothelioma claim for a worker who installed, removed, or maintained Leslie valves in a powerhouse, a U.S. shipyard working on naval vessels, or an assigned below-deck naval station carries a $100,000 scheduled value, about $6,250 at 6.25%. Every other Leslie valve claim is a Construction and Maintenance Claim with a $25,000 scheduled value, about $1,563. The exposure cutoff is December 31, 1986, four years later than most trusts. There is no filing fee.
Throneberry Law Group files Leslie Controls claims for Navy veterans, shipyard workers, powerhouse and power plant mechanics, pipefitters, and boiler and steam system workers, and their families, across the country. This page is part of our asbestos trust funds guide, which covers every trust we file against. Our pages on power plant asbestos exposure and shipyard asbestos exposure cover the two settings that put a Leslie claim on the higher schedule.
PAYMENT REFERENCE
The table below is the short answer. The sections that follow explain each line.
| Current payment percentage | 6.25% of the liquidated value for all seven disease levels. |
|---|---|
| In effect since | The July 2025 payment of claims (Notice Regarding Payment Percentage dated July 14, 2025; the trust's home page states "As of 7/14/2025, the Payment Percentage has been set to 6.25%"). Claimants paid at the prior 5% rate received supplemental payments under TDP Section 4.3. |
| Prior rates | 40% Initial Payment Percentage (TDP Section 2.3) from the trust's opening in 2012; cut to 5% effective May 20, 2014 under the Amended and Restated TDP; raised to 6.25% in July 2025 (2025 annual report, Note on Payment Percentage). |
| Review cycle | The trustee may adjust the rate up or down with the consent of the TAC and the FCR to reflect current estimates of assets and liabilities (Section 4.2). When the rate rises, claimants paid at the lower rate receive supplemental payments; a supplemental payment under $100 is held and combined with later ones (Section 4.3). |
| Inflation adjustment | None. The TDP has no annual inflation adjustment, so the values below are the TDP values. The trust pays a sequencing adjustment (interest-like) on claims that wait more than a year for payment (Section 7.5). |
| Mesothelioma scheduled value | Powerhouse and Below-Deck Naval Station Claims: $100,000 scheduled; $140,000 Individual Review average; $350,000 maximum. Construction and Maintenance Claims: $25,000 scheduled; $30,000 average; $125,000 maximum (Section 5.2(b)(3)). |
| Mesothelioma payout at the current rate | Powerhouse and Naval: about $6,250 under Expedited Review ($100,000 x 6.25%), up to about $21,875 at the $350,000 Individual Review cap. Construction and Maintenance: about $1,563 under Expedited Review, up to about $7,813 at the $125,000 cap. |
| Two claim categories | A Leslie Powerhouse and Below-Deck Naval Station Claim alleges exposure during the installation, removal, or maintenance of Leslie valves and other control equipment, or exposure in the immediate vicinity of a worker doing that hands-on work, while regularly employed in a Leslie Powerhouse, in a United States shipyard working on naval vessels, or while serving at an assigned below-deck naval station (Section 5.2(i)). Every other Leslie valve claim is a Construction and Maintenance Claim, and a claim form that does not say which category it falls in is presumed to be Construction and Maintenance (Section 5.2(ii)). The claimant designates the category on the claim form, Part 6 of the form requires extra documentation for the higher category, and the trustee may challenge the designation. |
| Review options | Expedited Review pays the scheduled value times 6.25% once the claim meets the medical and exposure criteria (Section 5.2(a)). Individual Review values the claim on the law of the claimant's jurisdiction and the trust's factors, up to the maximum (Section 5.2(b)). Lung Cancer 2 (Level V) and Extraordinary Claims must go through Individual Review. |
| Extraordinary Claims | Disease Levels III through VII. A claimant whose asbestos exposure was at least 75% the result of a Leslie Controls product, or of conduct that exposed the claimant to an asbestos product for which Leslie is responsible, with little likelihood of a substantial recovery elsewhere, can be awarded up to five times the scheduled value (five times the average value for Level V), times 6.25% (Section 5.3(a)). For a Powerhouse or Naval mesothelioma claim that is up to $500,000, about $31,250 at 6.25%; for a Construction and Maintenance claim, up to $125,000, about $7,813. A special Extraordinary Claims Panel decides disputes. |
| Exposure requirement | Leslie Controls Exposure: meaningful and credible exposure before December 31, 1986 to an asbestos product sold, distributed, marketed, handled, processed, or manufactured by Leslie Controls or for which it is otherwise legally responsible, or to conduct for which Leslie is responsible that exposed the claimant to an asbestos product (Section 5.6(b)(3)). Mesothelioma needs Leslie Controls Exposure only. Lung Cancer 1, Other Cancer, Severe Asbestosis, and Level II need six months of Leslie Controls Exposure before December 31, 1986 plus Significant Occupational Exposure (five cumulative years in an asbestos trade, at least two before December 31, 1986). Level I needs six months of Leslie Controls Exposure plus five years of occupational asbestos exposure. Proof may be an affidavit on personal knowledge of the claimant, a co-worker, or (for a deceased claimant) a family member, invoices, employment or construction records, or other credible evidence. |
| Filing deadline | Anyone first diagnosed after July 12, 2010 (the Commencement Date) may file within three years after diagnosis or by September 1, 2015 (three years after the September 1, 2012 Initial Claims Filing Date), whichever is later, regardless of any state statute of limitations (Section 5.1(a)(2); Claims Filing Deadline Notice dated March 25, 2015). Claims diagnosed before July 12, 2010 were timely only if they were pending, tolled, or still within the statute of limitations on that date and were filed by September 1, 2015. |
| Fees and withdrawal rules | No filing fee. The TDP leaves a fee to the trustee's discretion (Section 6.4) and the trust's filing instructions and claim form require none. A claimant may withdraw or defer a claim and refile or reactivate it later; the trust may extend the withdrawal or deferral period six months for good cause (Section 6.3). The trust's documents set no refiling bar. |
| Claims processor | Verus Claims Services, LLC, 3967 Princeton Pike, Princeton, New Jersey 08540, through the Verus electronic filing system (Electronic Filer Agreement required). The trust's principal office is at 1100 N. Market Street, Wilmington, Delaware 19890. The trustee is Ellen S. Pryor (2025 annual report). |
| Trust created | Under the Leslie Controls, Inc. Chapter 11 Joint Plan of Reorganization, confirmed in the United States Bankruptcy Court for the District of Delaware (Case No. 10-12199 (CSS)). Leslie filed its petition July 12, 2010 (the Commencement Date). The trust was created in 2011, funded on its Effective Date with $76,625,000 ($74,000,000 from parent CIRCOR International, Inc. and $2,625,000 from a Continental Casualty settlement), and began accepting claims March 1, 2012; the Initial Claims Filing Date was September 1, 2012. The current procedures are the Amended and Restated TDP (effective with the May 20, 2014 rate change). |
| Last checked | October 18, 2026, against leslie.mfrclaims.com (home, Resources, Notices, and Contact Us pages), the Leslie Controls Amended TDP, the Notice Regarding Payment Percentage dated July 14, 2025, the Claims Filing Deadline Notice dated March 25, 2015, the Claim Filing Instructions, the Claim Form, and the trust's 2025 annual report and audited financial statements filed April 20, 2026 (Bankr. D. Del. Doc. 825). |
SCHEDULE OF DISEASES
The Leslie TDP uses seven disease levels (mesothelioma is Level VII) and two value schedules. The first table is for Powerhouse and Below-Deck Naval Station Claims; the second is for Construction and Maintenance Claims. Lung Cancer 2 (Level V) has no scheduled value on either schedule and goes through Individual Review only. The values are the TDP figures; there is no inflation adjustment.
| Level | Disease | Scheduled Value | Payout at 6.25% | IR Average | IR Maximum |
|---|---|---|---|---|---|
| VII | Mesothelioma | $100,000 | About $6,250 | $140,000 | $350,000 |
| VI | Lung Cancer 1 | $25,000 | About $1,563 | $35,000 | $125,000 |
| V | Lung Cancer 2 | None (Individual Review only) | Individually valued | $18,000 | $22,000 |
| IV | Other Cancer | $15,000 | About $938 | $17,500 | $25,500 |
| III | Severe Asbestosis | $17,500 | About $1,094 | $20,000 | $30,000 |
| II | Asbestosis / Pleural Disease | $4,500 | About $281 | $4,500 | $4,500 |
| I | Asbestosis / Pleural Disease | $1,500 | About $94 | $1,500 | $1,500 |
| Level | Disease | Scheduled Value | Payout at 6.25% | IR Average | IR Maximum |
|---|---|---|---|---|---|
| VII | Mesothelioma | $25,000 | About $1,563 | $30,000 | $125,000 |
| VI | Lung Cancer 1 | $7,500 | About $469 | $10,000 | $37,500 |
| V | Lung Cancer 2 | None (Individual Review only) | Individually valued | $5,000 | $10,000 |
| IV | Other Cancer | $5,000 | About $313 | $7,500 | $15,000 |
| III | Severe Asbestosis | $6,000 | About $375 | $8,000 | $17,500 |
| II | Asbestosis / Pleural Disease | $1,250 | About $78 | $1,250 | $1,250 |
| I | Asbestosis / Pleural Disease | $500 | About $31 | $500 | $500 |
The payout columns are the scheduled value times 6.25%, rounded. The category decision is worth four times the money, so the first job on a Leslie claim is proving where the valve work happened: a powerhouse, a U.S. shipyard working on naval vessels, or a below-deck naval station. For a Powerhouse or Naval mesothelioma claim the Individual Review average is 40% above the scheduled value and the maximum is three and a half times it, so Individual Review is worth considering for a Navy machinist's mate or boiler tender with years of hands-on valve work and a strong jurisdiction.
FILING REQUIREMENTS
The trust checks four things on every claim: the disease, the exposure, the timing, and which of the two categories the claim belongs in. There is no fee to check.
The claimant must show meaningful and credible exposure, before December 31, 1986, to an asbestos product sold, distributed, marketed, handled, processed, or manufactured by Leslie Controls or for which it is legally responsible, or to conduct for which Leslie is responsible that exposed the claimant to an asbestos product (TDP Section 5.6(b)(3)). The trust accepts a sworn statement on personal knowledge of the injured person or a co-worker, a sworn statement of a family member when the claimant has died, invoices, employment or construction records, or other credible evidence, and it can ask for more. Note the date: the Leslie cutoff is December 31, 1986, not the December 31, 1982 date most trusts use, so exposure in the mid-1980s counts. Mesothelioma needs Leslie Controls Exposure only. Lung Cancer 1, Other Cancer, Severe Asbestosis, and Level II also need six months of Leslie Controls Exposure before December 31, 1986 and Significant Occupational Exposure, which means at least five cumulative years, two of them before December 31, 1986, in an industry and occupation that handled raw asbestos, fabricated asbestos products, worked with asbestos products, or worked regularly alongside those who did (Section 5.6(b)(2)). Level I needs six months of Leslie Controls Exposure plus five years of occupational asbestos exposure. A claimant who cannot meet the presumptive rules can seek Individual Review.
The claim form requires the claimant to check whether the claim is a Powerhouse and Below-Deck Naval Station Claim or a Construction and Maintenance Claim, and Part 6 of the form lists the additional documentation the trust requires for the higher category. For the higher schedule the claimant must have been regularly employed in a Leslie Powerhouse, in a United States shipyard while working on naval vessels, or at an assigned below-deck naval station, and must have done hands-on installation, removal, or maintenance of Leslie valves or control equipment, or worked in the immediate vicinity of someone who did. A claim that does not say is presumed to be Construction and Maintenance, and the trustee can challenge any designation. For Navy veterans, service records showing the rating and the ship, and the ship's engineering spaces, do most of this work.
A mesothelioma claim needs a diagnosis of mesothelioma. Lung Cancer 1 and Other Cancer need the cancer diagnosis plus evidence of an underlying Bilateral Asbestos-Related Nonmalignant Disease (a B-read of 1/0 or higher, or an x-ray, CT, or pathology report by a qualified physician showing bilateral disease) and medical documentation that asbestos exposure contributed to the cancer. The National Cancer Institute explains what mesothelioma is and how it is diagnosed.
Anyone first diagnosed after July 12, 2010 may file within three years after diagnosis, regardless of the state statute of limitations (Section 5.1(a)(2)). The alternative deadline, three years after the September 1, 2012 Initial Claims Filing Date, ran out on September 1, 2015, so for a diagnosis today the deadline is three years from the diagnosis date. Claims diagnosed before July 12, 2010 had to be filed by September 1, 2015 if they were pending against Leslie, tolled, or still within the statute of limitations on the Commencement Date (Claims Filing Deadline Notice, March 25, 2015). A claimant may withdraw or defer a claim and come back to it; the trust may extend the period six months for good cause.
Expedited Review pays the scheduled value times 6.25% once the claim meets the criteria, about $6,250 for a Powerhouse or Naval mesothelioma claim and about $1,563 for a Construction and Maintenance claim. Individual Review values the claim on the law of the claimant's jurisdiction and the trust's factors, up to $350,000 or $125,000 for mesothelioma depending on the category. An Extraordinary Claim, for a claimant whose asbestos exposure was at least 75% Leslie product, can reach five times the scheduled value, about $31,250 or $7,813 for mesothelioma at 6.25% (Section 5.3(a)). A claimant who rejects the trust's offer can go to arbitration under the trust's ADR Procedures (adopted August 30, 2021) and, after non-binding arbitration, to the tort system (Sections 5.9 and 5.10).
RATE HISTORY
The TDP set the Initial Payment Percentage at 40% (Section 2.3) when the trust began accepting claims on March 1, 2012. Effective May 20, 2014, under the Amended and Restated TDP, the trustee cut the rate to 5%, where it stayed for eleven years. Effective with the July 2025 payment of claims, the trustee, with the consent of the Trust Advisory Committee and the Future Claimants' Representative, raised the rate to 6.25%, and the trust paid supplemental payments to bring claims paid at 5% up to the new rate (Notice Regarding Payment Percentage, July 14, 2025; 2025 annual report).
The trust's 2025 annual report records about $5,662,000 in supplemental payments during 2025. In 2025 the trust received 3,857 Category A claims (Disease Levels III through VII) and made 8,656 payments on approved Category A claims, a count that includes the supplemental payments, totaling $6,954,670.31 after the payment percentage. The trust was funded with $76,625,000 on its Effective Date and received about $32.2 million more from CIRCOR, Leslie, and insurers through 2017, with smaller insurer payments since.
PRODUCTS AND WORK SITES
The trust's procedures describe the exposure they expect: installation, removal, or maintenance of Leslie valves and other control equipment, and the TDP notes that most claims allege Leslie manufactured, sold, or distributed valves and control equipment that contained asbestos-containing materials used at powerhouse facilities and on naval vessels (Section 5.2(i)). The trust publishes no product list and no site list. Proof for the trust comes from two directions.
The firm sees Leslie exposure among Navy machinist's mates, boiler technicians, and enginemen, shipyard pipefitters, and power plant and powerhouse mechanics, and the same steam system history usually supports claims against Babcock & Wilcox, Combustion Engineering, and Garlock. Our pages on power plant asbestos exposure and shipyard asbestos exposure cover the settings that put a Leslie claim on the higher schedule.
QUESTIONS
As of October 18, 2026, the Leslie Controls, Inc. Asbestos Personal Injury Trust pays 6.25% of a claim's liquidated value. The trustee raised the rate from 5% to 6.25% effective with the July 2025 payment of claims, with the consent of the Trust Advisory Committee and the Future Claimants' Representative, and paid supplemental payments to claimants paid at 5%. The rate had been 5% since May 20, 2014, down from the TDP's 40% initial rate.
It depends on where the valve work happened. A Powerhouse and Below-Deck Naval Station Claim has a $100,000 scheduled value, about $6,250 at 6.25%, with a $140,000 Individual Review average (about $8,750) and a $350,000 maximum (about $21,875). A Construction and Maintenance Claim has a $25,000 scheduled value, about $1,563, with a $30,000 average and a $125,000 maximum. An Extraordinary Claim can reach five times the scheduled value, about $31,250 or $7,813 at 6.25%.
Usually not for a recent diagnosis. Anyone first diagnosed after July 12, 2010 may file within three years after diagnosis regardless of the state statute of limitations. The trust's alternative deadline of September 1, 2015 has passed, so claims diagnosed before July 12, 2010 and not filed by then are late. There is no filing fee, and the exposure cutoff is December 31, 1986.
WHY THRONEBERRY LAW GROUP
Leslie pays about six cents on the dollar, but it is one of the few trusts where the lawyer's work changes the scheduled value by a factor of four. A firm that lets a Navy veteran's claim default to the Construction and Maintenance schedule leaves most of the money on the table. We file Leslie because the claim costs the client nothing extra once the steam system exposure history is built for the boiler, valve, and gasket trusts, because the 1986 cutoff reaches exposure other trusts exclude, and because we pull the service and ship records that put a sailor's claim on the Powerhouse and Naval schedule. We elect Individual Review only where the facts earn it. Our overview of mesothelioma compensation explains how trust payments fit with lawsuits and VA benefits, and attorney Michael Throneberry, who has handled asbestos cases for more than two decades, reviews every trust claim before it goes out.
