NARCO Asbestos Trust Payment Percentage, Scheduled Values, and Filing Rules

The NARCO Asbestos Trust pays 100% of scheduled value on an Expedited Review claim and 100% of the gross settlement value on an Individual Review claim. That is what the trust's own website states as of October 16, 2026, and no notice on the site reduces it. A mesothelioma claim carries a $75,000 scheduled value, so an Expedited Review mesothelioma claim pays the full $75,000. Individual Review can pay more, up to a 2025 maximum of $1,379,580. Since January 1, 2026, claims go to the Delaware Claims Processing Facility (DCPF), not CRMC.

Throneberry Law Group files NARCO claims for refractory workers and their families across the country. NARCO's refractory business lives on today as Harbison-Walker, and this page is part of our asbestos trust funds guide, which covers every trust we file against.

PAYMENT REFERENCE

NARCO Trust Payment Reference

The table below is the short answer. The sections that follow explain each line.

Current payment percentage100% of scheduled value for Expedited Review. 100% of the gross settlement value for Individual Review.
In effect sinceThe trust states the percentage on its website but has posted no notice setting it or dating it. We will update this line if a notice appears.
Prior rateNone posted. The trust has published no payment percentage reduction notice.
Review cycleNo reconsideration notice is posted. The TDP leaves the payment percentage to the trustees, with the consent of the Trust Advisory Committee and the Future Claimants' Representative.
Mesothelioma scheduled value$75,000 (Disease Level VII, TDP Section 4.3(a)(3)). Individual Review average $127,604, maximum $1,379,580 (2025 CPI adjustment notice dated July 1, 2025).
Mesothelioma payout at the current rate$75,000 under Expedited Review at 100%. Individual Review pays 100% of whatever value the trust sets, up to the maximum.
Review optionsExpedited Review for Levels I, II, III, IV, VI, and VII. Individual Review only for Lung Cancer 2 (Level V), secondary exposure claims, Exigent Hardship claims, Extraordinary Claims, and foreign claims (TDP Section 4.3(a)(1)).
Exposure requirementExposure to a specific NARCO asbestos product. The trust's Worksite List (updated September 29, 2022) and its presumptive occupation chart (February 25, 2014) let many claims prove this by job site and trade. Levels II, III, IV, and VI also need at least five years of asbestos-trade work before December 1986. Level I needs five years of occupational asbestos exposure.
Filing deadlineWithin three years after diagnosis, or by December 31, 2017, whichever is later (Supplemental Notice dated November 7, 2016, amending TDP Section 4.1(a)(2)). State statutes of limitation were tolled as of the January 4, 2002 petition date, so a claim that was not already time-barred on that date is timely if filed within the three-year window.
Deemed withdrawn policyEnforced again from June 1, 2026 (notice dated May 27, 2026). A claim that stays deficient, or sits on a statute of limitations hold, for six months after the trust's notice is treated as withdrawn. It can be refiled, but it goes to the back of the processing queue.
Extraordinary ClaimsA claim with mostly NARCO exposure can be valued at up to three times the level's maximum value (TDP Section 4.4(a)). Individual Review only.
FeesNo filing fee or re-filing fee is stated in the trust's claim form instructions.
Claims processorDelaware Claims Processing Facility (DCPF) since January 1, 2026. CRMC stopped taking new NARCO claims on December 31, 2025, and DCPF began accepting them in January 2026 (trust notices dated December 9, 2025 and January 12, 2026).
Claims accepted sinceOctober 15, 2013.
Trust createdApril 30, 2013, under NARCO's Third Amended Plan of Reorganization dated December 28, 2005. NARCO filed for Chapter 11 on January 4, 2002. Honeywell funded the trust, and its buyout of the remaining funding obligation closed January 30, 2023.
Last checkedOctober 16, 2026, against narcoasbestostrust.org, the Third Amended TDP, the 2025 CPI adjustment notice (July 1, 2025), the Supplemental Notice of Filing Deadlines (November 7, 2016), the Revised Exposure Notice, and the trust's notices dated December 9, 2025, January 12, 2026, and May 27, 2026.

SCHEDULE OF DISEASES

Scheduled Values by Disease Level

The trust sorts asbestos diseases into seven levels. Six carry a fixed scheduled value for Expedited Review. Lung Cancer 2 has no scheduled value and goes through Individual Review only. The average and maximum values are the trust's 2025 figures, adjusted for inflation by its notice dated July 1, 2025.

LevelDiseaseScheduled ValueIR Average (2025)IR Maximum (2025)ER Payout at 100%
VIIMesothelioma$75,000$127,604$1,379,580$75,000
VILung Cancer 1$18,000$34,509$275,916$18,000
VLung Cancer 2None$20,694$68,978Individual Review
IVOther Cancer$9,000$14,758$137,958$9,000
IIISevere Asbestosis$18,000$29,182$137,958$18,000
IIAsbestosis / Pleural Disease$7,500Not setNot set$7,500
IOther Asbestos Disease$1,200Not setNot set$1,200

At 100%, the Expedited Review payout equals the scheduled value. The scheduled values themselves come from TDP Section 4.3(a)(3) and have not been adjusted; only the Individual Review averages and maximums move with the CPI notice each year.

FILING REQUIREMENTS

What a NARCO Claim Must Show

The trust checks three things on every claim: the disease, the exposure, and the timing. NARCO's exposure rules are different from most trusts because they lean on a job-site list.

Exposure to NARCO Products

The claimant must show exposure to a specific asbestos product that NARCO made or sold. The trust keeps a Worksite List, last updated September 29, 2022, with a date range for each site. Work at a listed site during its date range proves that NARCO products were there. The trust's presumptive occupation chart, dated February 25, 2014, then lists the trades that are treated as having worked with those products. A worker in a listed trade at a listed site meets the exposure test on those two facts. For a site that is not on the list, the claimant has to show the product was there with invoices, construction records, co-worker statements, or similar proof, and the trustees decide. Levels II, III, IV, and VI also require Significant Occupational Exposure, which means at least five years of work in an asbestos trade before December 1986.

Medical Proof

A mesothelioma claim needs a diagnosis of mesothelioma, usually a pathology report, from a physical exam or a board-certified pathologist. Every claim also needs a doctor's statement, or a work history, showing at least ten years between first asbestos exposure and diagnosis. Lower levels require the medical findings the TDP lists for that level. The National Cancer Institute explains what mesothelioma is and how it is diagnosed.

Deadlines

A claim must be filed within three years after diagnosis. The trust tolled state statutes of limitation as of its January 4, 2002 petition date, so for anyone diagnosed after that date the three-year clock from diagnosis is the rule that matters. A claim that was already time-barred before January 4, 2002 stays barred. Since June 1, 2026, the trust also treats a claim as withdrawn if it stays deficient, or on a statute of limitations hold, for six months after notice. A withdrawn claim can be refiled, but it loses its place in line. We file early and we answer deficiency notices the week they arrive.

Expedited Review or Individual Review

Expedited Review pays the scheduled value once the claim meets the level's medical and exposure criteria. At 100%, that is the full $75,000 for mesothelioma. Individual Review looks at the whole case, including earnings and dependents, and can pay up to the 2025 maximum of $1,379,580 for mesothelioma. Lung Cancer 2 claims, secondary exposure claims, Exigent Hardship claims, foreign claims, and Extraordinary Claims must use Individual Review. An Extraordinary Claim, where the worker's exposure came mostly from NARCO products, can be valued at up to three times the level's maximum (TDP Section 4.4(a)). Because NARCO pays 100%, Individual Review is worth a closer look here than at most trusts, and we compare both routes before filing.

RATE HISTORY

How the NARCO Payment Percentage Has Changed

The NARCO TDP, adopted when the trust took effect on April 30, 2013, does not fix a starting percentage in a dollar-and-cents way. It leaves the percentage to the trustees. Honeywell, NARCO's former parent, funded the trust under the plan, and on January 30, 2023 Honeywell's buyout of its remaining funding obligation closed, leaving the trust fully funded. As of October 16, 2026 the trust's website states a payment percentage of 100% of scheduled value for Expedited Review and 100% of gross settlement value for Individual Review. No notice on the site has ever lowered it.

What has changed is the value ceiling, not the rate. The trust adjusts the Individual Review average and maximum values for inflation each year. The notice dated July 1, 2025 raised the mesothelioma average to $127,604 and the maximum to $1,379,580, up from $115,000 and $1,243,314 in the TDP. The scheduled values have stayed where the TDP set them.

PRODUCTS AND WORK SITES

NARCO Products and Who Was Exposed

North American Refractories Company made the heat-resistant materials that lined furnaces, kilns, ladles, and boilers in heavy industry. The trust keeps an official product list, dated November 15, 2013, and a Worksite List, and together they define what the trust covers. The product lines fall into three families.

  • Gunning and spray mixes: the Narcogun series, Aerogun, CM and MC gun mixes, Super 505 Hot Gun C, and Narmag OH Gun Mix, shot onto furnace walls and ladle linings.
  • Trowel and patch materials: Anti-Erode Trowel, Narcocast ES Fine Trowel, Narcocrete Trowel, BOF-Cote, BOF-Patch, Stazon, and Unicote, applied by hand to line and repair high-heat equipment.
  • Insulating and basic refractory products: Narcolite and Narmag 60 DBRC, used as lining and backup material.

The table below is the trust's full product list with the dates each product contained asbestos. The trust allows an extra two years past each end date for shelf life, so a product bought before its end date and used up to two years later still counts.

Those products went into steel mills, foundries, glass plants, cement and lime kilns, refineries, and power plants. Bricklayers and refractory masons, boilermakers, furnace crews, steelworkers, and the plant workers and power plant workers who tore out and rebuilt linings during shutdowns breathed the dust. Most people who qualify for NARCO also qualify for other refractory trusts from the same work history, such as Quigley and Plibrico.

QUESTIONS

Frequently Asked Questions About the NARCO Trust

What is the current NARCO trust payment percentage?

As of October 16, 2026, the NARCO Asbestos Trust pays 100% of scheduled value on Expedited Review claims and 100% of the gross settlement value on Individual Review claims, according to the trust's own website. The trust has posted no notice reducing that rate.

How much does the NARCO trust pay for mesothelioma?

The mesothelioma scheduled value is $75,000, and at the current 100% rate an Expedited Review claim pays the full $75,000. Individual Review can pay more, up to the trust's 2025 maximum of $1,379,580 for mesothelioma.

Is it too late to file a NARCO trust claim?

Usually not. A claim is timely if filed within three years of diagnosis, and the trust tolled state statutes of limitation as of January 4, 2002. Since June 1, 2026 the trust treats a claim as withdrawn if it stays deficient for six months, so the safest step is to file soon after diagnosis with a complete claim.

WHY THRONEBERRY LAW

Why File Your NARCO Claim With Throneberry Law Group

A refractory work history rarely points to one trust. The same furnace job that supports a NARCO claim usually supports Harbison-Walker, A.P. Green, Quigley, or Plibrico claims too, and NARCO's job-site rules mean the proof for one often carries the others. We map every site and trade against each trust's list before we file, and our overview of mesothelioma compensation explains how trust payments fit with lawsuits and other recoveries. Attorney Michael Throneberry has handled asbestos cases for more than two decades and stays involved in every case.
